$17,000 should be plenty to get what you want. The problem is there isn't likely to be much for sale near you in Wyoming, so you should broaden your search area and plan on making a drive.

You know what... you have a storefront so I'd buy a 20 cubic foot freezer for the back and a cheap 5 cubic foot freezer for the front to keep by your shaver.

That way you don't have to restock as often.

You need a freezer, not a refrigerator. Buy a chest freezer. It takes up more floor space than an upright freezer, but you lose less cold air every time you open it. You can buy the 5qt. vanilla tubs of ice cream at Sam's club for less than $5. You should be able to get 40 4oz servings from that. You pay $0.12 for a $1 add-on. There are several possible sources of this problem, but it is most definitely not caused by the temperature of the water you use when mixing.

Questions--
1) What preservative(s) do you use, and how much?
2) How old were the syrups that swelled?
