Try check to make sure the syrup you are using is not too thick. Usually syrup made with cane sugar is fine, but ones made with hfcs can be too thick for the ice which results it sitting on top.

Sounds like you may need a new pressure assembly! If you have to hold down the handles to produce the pressure, then it is definitely the pressure problem. Shaveicesupplies sell the pressure assemblies or springs on their website.

Agreed! I believe Italian ice are indeed premade like ice cream and scooped out from buckets in a cart. Your freshly made on the spot shave ice should do better as long as you have superior flavors and service.
