How do you shape/pack the ice?

I have been watching videos and working hard to get my product to the best quality possible. I have seen many different ways that Shave Ice is made. Some don't pack the ice, some pack the ice as they fill the cup, some pack the ice after the cup is full of ice and some pack the ice after adding syrup. How have you found is the best way for your business?
I have found that I get the smooth and easy to eat texture most consistently when I pack the ice AFTER adding syrup.
