Shave Ice Trailer - Water Source

I'm starting a shave ice trailer. The health department says I have to source my fresh water from a place other than my home.

For those of you with a mobile business, where do you get your fresh water?

Is this fresh water for making syrups? washing your stuff?

Most states require mobile food vendors to use a commissary--a commercial kitchen already certified by the health dept. They want you to get your water there.

Thought question: how are they going to know?
